Fossil Fuel Phase-Out: The 7 Trillion Dollar Question No One Wants to Answer

The science is unequivocal: to limit global warming to 1.5 degrees Celsius, the vast majority of known fossil fuel reserves must remain in the ground. The IEA estimates the global value of stranded fossil fuel assets at between 1 trillion and 7 trillion dollars. Who bears this cost, and how transitions are managed for oil-dependent economies, workers, and communities, are questions climate diplomacy can no longer avoid.

Santa Marta: The First International Fossil Fuel Transition Conference

In April 2026, Colombia and the Netherlands co-hosted the world's first International Conference on Transitioning Away from Fossil Fuels in Santa Marta. The conference brought together governments, industry, finance, and civil society to develop practical pathways for managing the economic and social implications of the fossil fuel phase-out, with particular attention to countries heavily dependent on fossil fuel revenues.

Just Transition: More Than a Slogan

The COP30-agreed Just Transition Mechanism aims to support workers and communities through the clean energy transition. But without concrete funding commitments and binding timelines, it risks being another COP deliverable with little real-world impact. COP31 will be the first major test of whether the just transition framework translates into actual programmes for coal workers in South Africa, oil workers in Nigeria, and lignite miners in Poland.
